Looping Ms Skandera

In computer programming loops are repetitive iterations of the same operation used to carry out specific tasks. The computer having no brain and no sense of monotony simply repeats the script ad infinitum until a particular condition is satisfied. The New Mexico legislature seems to be in some kind of incarnation of the loop phenomenon. We have been running the Skandera loop for going on five years now, over and over again and with the same result. It’s an interesting question to ask about people who keep repeating the same action, using the same information, producing the same result, but thinking the next time the result will be different.

Skandera, after five years has yet to be confirmed by the Legislature as New Mexico’s Secretary of Education. What’s up with this? Who is getting what out of it? Five years ago this individual was presented to fill a crucial position for which she has no professional credentials. Here we are entering her fifth year holding the job of Secretary of Education without legislative confirmation but being paid on the order of $125,000.00 a year. How do things like this happen? Well, how about political ambition and political agendas? Skandera came to New Mexico following the first Gubernatorial election of Susana Martinez. It was noted at the time that Skandera was suggested by out-of-state donors to the Martinez campaign.

A professional political appointee and foot-soldier in the anti-public education movement, Skandera previously served former Florida governor Jeb Bush who fancied himself as a school reformer but who failed miserably at that task and only succeeded in alienating teachers. Skandera is a gift that keeps on giving who came to us courtesy of the current Governor’s billionaire campaign contributors including, in her first run, $10,000.00 directly from the Koch boys and $1.3 million from the Republican Governors Association which itself was gifted with $1 million also from the Kochs.

Isn’t it ironic that Skandera could not be hired as a classroom teacher in a New Mexico public school? The New Mexico requirements for a teaching certificate at the elementary level are:

1.  A Bachelor’s degree from a regionally accredited college or university.

2.  30 to 60 semester hours in an Elementary Education program including student teaching.

3.  6 semester hours of credit in the teaching of reading if you entered college or university after 8/1/01.

4.  A minimum of 24 semester hours in one teaching field such as mathematics, language arts, reading, history, and so forth.

A starting teacher, having met the qualifications above makes on average $32,000.00. Skandera has not met these minimum qualifications and yet is paid 4 times what a qualified starting teacher is paid. Consider for a moment the inversion of values expressed in this distortion. Consider also how insulting and demoralizing it is to be evaluated by a political operative who is less qualified and less experienced than you are.

When I first wrote about this nomination nearly five years ago the issues were the same as today except that we now have a record of the disastrous consequences of Skandera’s tenure. That first article was in March 2011 and here we are in January 2015 with no resolution of this continuing travesty. Skandera’s damage to New Mexico’s public education from Gestapo-like raids on elementary schools to brazenly over-riding the PEC, validating charter schools championed by rent-seeking political hacks, and a lot of time on the public stage around the country, indeed even internationally, are her only achievements. Her beating the drums for privatizing public education are all a matter of record. I said then and I’ll say again, “Approving Ms. Skandera’s appointment will be a step backward.” Since then Ms. Skandera and the Governor have been thumbing their noses at the children, the public, educators, and legislators. What’s behind this?

For openers, public education is a soft target and there’s lots of money to made privatizing. Witness the many Republican governors across the country who are pursuing this same agenda.  And, that isn’t the only issue, 3rd grade retention is also merely a convenient non-issue a cudgel to pound on the public’s consciousness. The most important aspect of the entire 3rd grade retention business is to realize it has absolutely nothing to do with authentic teaching and learning. The ultimate pay-back is  privatizing public education. Privatization is the holy grail of the relentless Right-Wing jihad against teachers and public schools nationally.  Rupert Murdoch expresses his interest in public education by describing it as a $500 billion “opportunity”. The public needs to not forget it’s their tax money that created the public education system these sharks are salivating for.

Also in this equation and not to be discounted is Ms. Martinez having set her ambitions on national prominence and maybe even a place on the Republican presidential ticket, a fantasy that beggars the imagination. In this she is much like other deluded Republican wannabes who will do whatever it takes to be chosen. Since she has little else to brag about she has to win this Secretary of Education battle else she’ll be riding off into a sunset of well deserved irrelevance like Rick Santorum. The stakes are high in this game and the children be damned.

The NM Senate has an obligation to the public, to teachers, and to school children to not punt this time but to act bravely, with integrity, and regard for the people and children of New Mexico. The New Mexico State Constitution is on their side as it clearly and unequivocally states, the Secretary of Education must be a, “qualified, experienced educator.” Skandera is neither – case closed.

The “O’s”

It has been a good long time – 70 plus years since my last encounter with the NYPD. My name-sake Grandfather had his grocery store on West 46th between 9th and 10th. I spent my summers and school vacations with him opening the store at 6 AM after stopping first at the Fulton Street markets. Home was in Brooklyn and the daily drive over the Brooklyn Bridge into Manhattan remains a vivid memory. At the market we’d load up with fresh fruits, vegetables, and cheese. Each vendor would offer a slice or a piece of whatever they were selling – it was the original walking breakfast. We’d next drive through the streets just awakening with activity, to the store. My first job was to sweep the sawdust from the floor and replace it with fresh. Then into the front window to sweep up bread crumbs and put fresh white butcher paper before the bread man arrived. Next began the parade of eponymous truck drivers whose names were Mr. Ballantine, Mr. Borden, Mr. Schlitz, and so on.

One of the morning tasks was to create the display of fruits and vegetables in front of the store’s window. Grandpa did this with care and a bit of artistic flair – it was my Grandfather’s art actually and he was quite proud of it.  I remember people stopping by to chat especially the old Sicilian ladies in black, of course, squeezing everything for freshness including me. West 46th was a neighborhood teeming with interesting characters most of whom stopped to exchange greetings and a few words. At noon the store would fill with dock-workers in for their hero “sangwitches” to be washed down with a quart of beer. It was a wonderful world of characters and personalities for me to have grown up in, these are all my fondest memories which I treasure to this day.

Sadly it wasn’t all thus. Every day, into our world would swagger the beat cop twirling his night-stick walking usually from East to West on our side of the street. Invariably the cop would stop in front of the fruit display, select a gem of an apple, peach, or pear, toss it up, catch it, and walk off without a word. Notice I didn’t include pay for it. In those days most cops’ names began with an “O” as in ’OToole, O’Reilly, O’Neil and so on. I was puzzled, why doesn’t this guy have to pay like everyone else? Grandpa wouldn’t say a word but would make a silent gesture drawing his fingers under his chin. You get the picture. We were the “other” then and silence was the safest response. There have always been “others” in every era and every culture treated dismissively and with scarce if any respect. In the US blacks have been treated as others since long before the so-called “Revolution” of white landowners and businessmen against their king. The Civil War “revolution” of Southern whites to preserve slavery didn’t resolve the matter either nor did two world wars in which black Americans served equally and with valor but came home to the same racism they had left. Yes, the overt legal issues have mostly been resolved but not the essential and foundational social, emotional, or moral ones. Racism was and continues to be deeply embedded in the society as are prejudices against Jews, Catholics, Blacks, Hispanics, foreigners of any kind – in short “others”. And, one has to ask, why does it have to be this way?

So now I’m in New Mexico reading the news on the internet when I see the cop who choked Eric Garner was named Pantaleo and what struck me immediately was that his name ends in “O”. Back in the day the racist names began with “O”. Is this progress? Does Pantaleo know how Italians were treated 70 years ago? Have we not progressed as a society since the 1940s or are we just better at pretending we have? The 1948 Kerner Commission report unequivocally stated that racism was then pervasive and as American as apple pie and now, 66 years later it’s clear not much has changed except a few more minorities have been added to the “other” list.  The newly elected Republican majority in Congress seems full bent on harassing and embarrassing our black President to the extent of openly discussing denying him a Congressional venue for his State of the Union address. Armed militias are stationing themselves along the US Mexican border posing for group photos holding all manner of firearms; they are there to prevent children from entering the country. Isn’t this depravity?

Inequality and racism have been the evil twins hovering above every civilization seeking its humanity. Time and again people have struggled to address this reality  – “Liberté, egalité, fraternité” – people seeking truth, justice, equality, freedom, and dignity. These are the qualities of life that define what we wish humanity and thus our societies to consist of. Racism is simply another face of inequality, another facet of injustice, a denial of liberty that chains both racists and their victims to incivility, hatred, and dysfunctional society. In the absence of truth none of the problems of inequality, injustice, or racism can ever be resolved. So it is that the truth must be told, inequality exposed, and racism condemned.

We must not accept that racism or inequality are facts of existence with no resolution. Nothing is gained  by pretending have a race neutral or egalitarian society regardless of John Bohner’s claims otherwise, we are not having truthful discourse about the matter. Truth number one: racial problems are not legal they are moral. We have applied legalistic solutions for years and haven’t come close to approaching the underlying moral issues. I’ll submit that casting and discussing inequality and racism or even better “other-ism” as a moral question will take us further towards the truth. We need to begin now while there is still time. Racism and inequality are by far the most deadly enemies of American society. We cannot continue to impoverish entire classes of citizens while cutting taxes for the most wealthy. We cannot continue criminalizing feeding the poor and homelessness; these are truths – moral truths. Adam Smith long ago clearly spelled it out: “No society can surely be flourishing and happy, of which the far greater part of the members are poor and miserable.” Not even the fantasy of “American Exceptionalism” will save us from the inevitable – it didn’t save Ozymandias and it won’t save us.

The Is and Isn’tness of Public Education

It’s not about children, people and it’s not about education. It’s about profit. Don’t let anyone, including Arne Duncan, tell you otherwise. The Rupert Murdochs, the Koch boys, the Michael Moes and other billionaires wouldn’t be stuffing vast sums of money into political campaign coffers unless they expected a commensurate ROI. There’s a public money jugular out there and investors are salivating. As Moe himself recently explained, “We see the education industry [my emphasis] today as the healthcare industry of 30 years ago.” He is referring to the American healthcare industry which can’t climb beyond 26th place out of 30 countries, and where the cost of an MRI can range anywhere from $335 to $2844.

The Oxford dictionary definition of industry is “economic activity concerned with the processing of raw materials and manufacture of goods in factories.” Schools as factories, children as raw materials to be manufactured into goods as a form of economic or commercial activity? Does that fit your definition of education?

In the US, monied interests have always exerted influence on public education, but much more directly now that investors are salivating for access to an “industry” of government-enabled testing and corporatized alternative schools. Billionaires are financing political campaigns and candidates, placing operatives in key administrative positions in state education departments. Listen to Rupert Murdoch: “When it comes to K-through-12 education, we see a $500 billion sector in the US alone that is waiting desperately to be transformed.” Who is desperate?

Education reform is now the big target after healthcare. In both cases, equating education and healthcare with industry, humanity is displaced by venality. Education is being drowned in an alphabet soup of meaningless, cleverly contrived names depicting cleverly contrived meaningless programs. No Child Left Behind and Common Core are about business models, not about children. The case of Washington State recently losing its federal carrot for not conforming to Duncan’s Dictates gives lie to any pretense that this is about children learning. Kids in Washington are learning alright, but without the onerous evaluation regimens and pointless methodologies, such as the “counting up” method of subtraction taught in Common Core schools. To their credit, many more states than Washington are pushing back and putting children first.

This IS About Children

Because there are no easy procedural, political, or curricular solutions, public education has been an easy sell for simplistic solutions since colonial times. There are, however, at least three non-simplistic, fundamental reforms which could be implemented to good effect given the courage and determination to carry them out. The first involves innate learning ability, the matter of recognizing basic intelligence. Politicians won’t talk about differences in innate ability because parents vote, and all their children are wonderful and above average. Also because of social and political taboos, educators will not risk alienating parents.

It is just common sense to acknowledge that some children learn faster than others. Some will learn math, reading, or science faster than their classmates. This is no different from a child being a better first baseman than his or her classmates. Schools do talk candidly about athletic skills and, more importantly, they discriminate on that basis without reprisal. It’s a different story altogether, however, when it comes to intellectual ability. No matter what cleverly marketed standard academic achievement tests are applied to children across the board, holding teachers to the charade is fundamentally dishonest. It is unfair to teachers and, even more so, to students who are thus denied appropriate individualized approaches to learning.

The artifices of grade levels from first to twelfth could be done away with and replaced by individualized growth levels and programs allowing for the cognitive and motivational differences between children. This would be true “no child left behind”- every child could ascend at his or her own rate and motivation – there would be no contrived “behind”. Children should not have to suffer the indignity of being held back simply because the system could not do better at serving them. It’s adults who are failing not children.

Second, we seldom hear discussions about how public schools are organized even though school organization is a key factor in their lack of success. Simply put, the wrong people are running schools, and it’s an inverted hierarchy that has crippled education for years. Schools need to be organized around teachers and students, not overpaid and over-empowered bureaucrats. Teachers should determine, according to set standards, curriculum, the evaluation of learners and faculty, and school policy. Administrators should exist to serve the teaching staff – serve being the operative word.

The third reform involves parents. Parents must be held to account for their children’s interest and motivation in the process of schooling. Teachers with classrooms full of students cannot be held responsible for matters essentially parental. It does indeed take a community to fully and truly educate children, and the process starts at home.

The process of schooling cannot be replaced by testing, nor by demonizing teachers or allowing parents to transfer their responsibilities to schools. Thanks, but no thanks, Arne, you are wrong, tragically wrong about all of this. Kids in too many schools are spending their time learning to take tests with real education taking the hind seat, if any seat at all.  When education is drained of its humanizing values and reduced to meaningless rote Pavlovian response, we are creating a nation of sheep.

No matter how you slice it, this present “reform” movement is not about children. It’s about money and most importantly, that is what has to change.

“ … comes the Revolution.”

The Economist recently published an essay asking, “What’s gone wrong with democracy?”. Why has Democracy run into trouble and what can be done to “revive” it. What’s “wrong” with Democracy is not limited to economics. American Democracy, such as it is, is long overdue for scrutiny. When a state supreme court chief justice claims the 1st Amendment only protects Christians and the US Supreme Court declares corporations are entitled life forms, more is wrong than a just few aberrations. It’s a movement and not a good one for Democracy.

Democracy and Capitalism are not compatible ideologies – they are, in fact, antithetical. Democracy is about human beings, Capitalism about money. Democracy is about equality, Capitalism is about inequality. The former asks for cooperation the latter demands competition. There are consequences to this dichotomy; one economist called it the “Great Gatsby curve” where upward social mobility is thwarted by inequality. It’s telling that the criticism of Piketty’s, Capital in the 21st Century, has been feeble at best.

Democracy is a political belief system while Capitalism is an economic belief system posing as a religion. As John Foster Dulles once remarked, “For us there are two kinds of people in the world. There are those who are Christians and support free enterprise, and there are the others.” Capitalism and Democracy are antagonistic. This isn’t complicated. Capitalistic success eliminates equality, establishes market hegemony, while redefining venality and greed as virtues. Democracy, on the other hand, binds a population into a sense of common good antithetical to the “whatever it takes” ethos of Capitalism.

Economist piece does not address the right-wing oligarchy’s attack on American Democracy lead by business-centric organizations such as ALEC, funded by wealthy underwriters such as the Koch boys and assisted by venal rent-seeking politicians. High on the ALEC agenda is curtailing voting rights. What better way to strangle democracy? As Nobel economist, Joseph E. Stiglitz pointed out, “in a system of one person one vote 100% of the people are supposed to count.” The right to vote can be and is being extinguished with gerrymandering and new voter ID laws at the state level. The voice of Democracy will be silenced when big money has its way.

A social contract is the essence of a society, which is to say it provides the generative syntax, the grammar of social conduct. All social contracts rest on foundations of social beliefs which, unlike religious beliefs, are tangible, provable, life as it is experienced on a daily basis. Traffic lights turn red and everyone is expected to stop. When the lights turn green we go. We believe others will respect the meaning of the lights because that is a covenant of the social contract. If drivers generally ignored this contractual requirement mayhem would result. Corporations shipping profits overseas to evade their fair share of taxes is clearly a violation of the “common good” social contract.

The goods of democratic social life lie in the commons. Greedy plundering of those commons is depredation and the core values of democracy – equality and cooperation – are destroyed. When this has happened historically people rebel, those in control become fearful, the social contract morphs into social control, and the soul of a society is stilled. Why is the US DOD funding Project Minerva, a large academic study, according to its summary documents, of “domestic situations … in the USA where the local population was seen from the military perspective as threatening the established balance of power and influence, and challenging law and order”? Is the recent militarization of police forces across the country an anticipation of social disorder?

The social contract in any society is large and messy. In spite of being riddled with contradictions and conflicts social contracts do manage somehow work. But when contradictions accumulate, disenfranchisement and inequality erode social bonds. Elected officials now take to television to chastise people who want to see a higher minimum wage – people who work 40 hours a week but can’t feed themselves let alone a family. Candidate for Senate Karen Handel of Georgia believes minimum wage laws should not even exist. The United States is a country where a basketball player earns $30 million a year against $43,000 a year for a firefighter who risks his life to save lives and protect property. Which service does the society value most? How does anyone morally justify $26.7 billion in bonuses for financiers who oversaw the destructive financial collapse that caused incalculable losses to pensioners and small savers across the country who have no recourse and no way to recover?

There is social contract theory and there are social contracts as they are lived. Contradictions add up they accrete, they harden attitudes and perceptions of social and economic injustice. Ultimately there are no longer shared perceptions or shared interests to bind the contract. Modern Dickensian squalor consists of people being forced out of their homes because of financial circumstances they have no control over or, as in the case of Detroit, the water supply is cut off to people’s homes because they can’t pay their utility bill.

Bernie Sanders points out, “There are more Americans living in poverty today than at any time in our nation’s history, the middle class is disappearing and we have the most unequal distribution of wealth and income in the world.” Relegating large numbers of people to the “poor door” slides society towards incivility and rebellion. When the middle class is reduced to poverty and their vested interest in an orderly society is no longer viable, they will revolt. They always have. What has gone wrong with Democracy is that it has been conflated with Capitalism. The notion of American exceptionalism has been rendered false. We are, after all these years, still struggling to meet the challenge of our Constitution –  “to form a more perfect union.” The outcome is yet uncertain. As an old friend of mine used to say, “comes the Revolution!”

The Betrayal of New Mexico Public Education

Betrayal is an interesting word with many connotations. Generally the word is taken to mean the violation of some form of contract, trust, or confidence – a breech of faith. In my opinion, the children, parents, and teachers of New Mexico were betrayed by the passing on of Hanna Skandera to continue her odious mission in the office of Secretary of Education.

Skandera was a foot-soldier for one of the major proponents of for-profit public education, Jeb Bush and his coterie of “reformers”, coming as she did from Florida where teachers have been harassed and made miserable to the point of resignation. Many well qualified and dedicated Florida public school teachers quit rather than endure the harassment. Of course Bush doesn’t know anything more about education than do his minions – what they do know is that public education is a soft target and there’s lots of money to made privatizing it.

School teachers are not known to be hard line activists and teaching results are not linear with regard to children’s ages and individual abilities across a school population thus making teachers held to so-called “objective standards” vulnerable. There is, of course, no such thing as a “standard” child but standardized tests are rationalized as ammunition to attack teachers. Also, teacher unions are not famous for weeding out their weak and incompetent colleagues. A quick look at New York City’s infamous  “rubber rooms” confirms that, so there is plenty of blame to go around. Teachers unions desperately need, as do unions such as carpenters and plumbers and electricians do,  to weed out incompetence. This would require in-union testing and rating just as journey-men carpenters have to pass their union’s internal testing regimes. The resulting ratings are unassailable.

However, no matter how you calculate the situation, destruction of public education and replacing it with for-profit assembly lines is clearly not the answer to the question of school reform nor are major initiatives with clever propaganda-like, dissembling names such as  “No Child Left Behind” which have been exposed for the scams they are. Our current President and his hoops playing buddy  are just as dangerous and have been as harmful to public education as Republicans. Neoliberals are like Trojan Horses welcomed within the gates of civility but containing barbarians.

While Republican Senator Mark Moores of Albuquerque considers the day a victory for Skandera it is, at the same time, a terrible and tragic loss for the children and their families, our dedicated teachers, and the schools and communities of New Mexico. They have all been betrayed and at great cost to the embattled social contract which requires children to be educated by and for the community — not by corporations. The future of public education in New Mexico has been betrayed as well and the only apparent solution is an unrelenting effort to unseat Martinez and her gang and send the carpet-baggers packing in the next election. It can be done – it must be done.

Crossroads: Reality For Beginners

 

I vividly recall watching a CBS Walter Cronkite evening news broadcast soon after I left active duty. A reporter was interviewing an Army captain during an attack on a Vietnamese village. The scene was shot from a low angle; both the captain and the reporter were lying below the rim of a ditch, and in the distance, through smoke and explosions, the village could be seen. Various types of aircraft were dropping ordnance, firing rockets, and machine-gunning this group of huts— hell had broken loose. With every explosion the cameraman jerked a bit in response.

The reporter asked the Captain what was going on—yes, he did ask that. The Captain explained that the village had some Vietcong in it and added (I swear this is true!), “We’re having to destroy this village in order to save it.” That was very many years ago, and here we are still at it—destroying people, places, ideas, beliefs, trust in government, society, and justice—destroying in order to “save” them. That scene from Vietnam comes to mind often these days as we see one news story after another about politicians, right-wing organizations like ALEC, and powerful oligarchs engaging in serious destruction of our now-fragile social contract. So many politicians are today more notable for deceitful and rent-seeking behavior than for their intelligence and devotion to public service—or even their country.

What do you suppose the consequences will be if the Oligarchy-sponsored right-wing assault on the social contract is successful? Their stated targets to cut or eliminate include these vital elements of the social contract:

  • unemployment benefits
  • dismantling social security
  • health care
  • food stamps
  • elder care
  • veterans’ programs and benefits

Will we live in a better world or a worse one if they succeed?

All societies, polities, and civilizations are complex systems; no part acts independently of the others—push something here and something pops up over there, ad infinitum. This accords with Hardin’s Tragedy of the Commons, wherein individuals acting out of self-interest ultimately deplete the finite resources of the commons, resulting in loss for all, especially those least able to fight back. As, for example, the US being 26th out of 29 countries in child welfare, or that one American in two is low-income poor. The resources of the commons include trust in government, belief in equality, equal opportunity and social justice. These are the “glue” of a humane and just society and have been a hallmark of this country since the Great Depression. Failing the cohesive “glue” of belief, societal collapse inevitably follows; it presages the death of hope. What are those people thinking? Do they really believe there will be no consequences, or do they trust that the relentless militarization of police forces will contain any outbursts or rebellion? Will we have to see the society destroyed before it can be saved?

Hypocrisy is become high fashion, thoroughly rationalized and the Constitution be damned, all for our own good, 1984 has arrived. Over the years the United States has, with high moral dudgeon, condemned the Soviet bloc countries, Nazi Germany, and several other countries for domestic spying and is now itself engaged in the same behavior. Who cares, so long as we have assurances that we are made safe? Of course it never occurs that we might be better made safe if we would change our behavior in the world, mind our own business, let other countries settle their internal problems on their own, but would the world then be safe for the oil, mineral, and financial oligarchies? To the extent that the relentless pursuit of profit directs American foreign policy so too will the resentment, distrust, and anger we suffer continue to grow, even amongst our allies, and not only because we spy on them as well as our designated enemies.

What demagogues of all stripes fail to remember is that there has always been a price to be paid when a critical mass of disbelief is breached. Lies have lasting effect and are inevitably found out, either by disclosure or by turn of events, and there are always consequences. “The most irreducibly bad thing about lies is that they contrive to interfere with, and impair, our natural effort to apprehend the real state of affairs,” is how Harry G. Frankfurt puts it in his charming and insightful book, On Truth. What would a world without truth be like? How could citizens trust their government? Why would they trust? How just can society be when, for example, even lawyers lie in court with the tacit approval of regulating bodies, which are supposed to regulate their behavior?

If it is true, as social philosopher, Philippa Foot, cast it, “… it makes sense to speak of those who are lovers of justice—as of those who are lovers of truth.” So now consider that many if not most legislators, national and state, are lawyers. Consider further that at the national level it is commonplace that campaign coffers in the form of PACs are filled with money “donated” by lobbyists for every sort of interest group. We must, on evidence, then conclude that the lawyering industry has a questionable relationship to both truth and justice if their standards for truth are a moveable feast of fabrication to suit the circumstances. If the motto is “winning is everything,” the corollary is inescapably, “Society be damned.”

If that doesn’t sound like double jeopardy, I can’t imagine what would. And just what is it that is in jeopardy? Well, for openers, how about trust followed by justice, followed by the public’s interests. There are many more to list, but these are enough to paint the sorry picture. Then there is the matter of the recent financial crisis buy-outs and the enormous loss of savings the public suffered while the financial industry was, by contrast, largely spared with infusions of public money.  Who wins and who loses in this game? The social contract doesn’t have a chance—will it have to be destroyed in order to “save” it?

Reflections On Disgust and Cynicism

Am I the only one to have noticed this recent phenomenon? You know, the ascendency of Republican women in the social vandalism sweepstakes. I’m thinking here of the Bachmanns and Coulters on the national stage and the cadre currently inhabiting the New Mexico Roundhouse and state offices. The Spanky-Mama vandals who are taking over from their men, baring their teeth, and going after civility and comity. Maybe the boys just aren’t up to the task.

Some recent New Mexico examples:
1.    (Monica Youngblood) A New Mexican woman legislator who commented that the minimum wage should not be raised because it apparently leads people to enjoy poverty. Perhaps she should try poverty and see if she’s been missing something.
2.    (Cathrynn Brown) Famous for her stealth attempt to criminalize victims of rape and incest seeking abortions. She also voted against extending the deadline for states to ratify the Equal Rights Amendment.
3.    (Diana Duran) Our Secretary of State delayed voter confirmation for a year until the election cycle – “What? – Who? – Me?”
4.    (Nora Espinoza) She proposed a constitutional amendment to “define marriage” as being between a man and a woman. She was also a cosigner to Brown’s rape-and-incest end-run. Not to forget Nora’s attempt to make it a felony to enforce federal firearms laws.
5.    (Hanna Skandera) Author of a long list of destructive strategies and efforts to destroy public education de facto and de jure as the Secretary Designate of Public Education. Her mandate comes from the legislative committee that hasn’t had the courage to vote her up or down, thus giving tacit approval to her work.
6.    (Susana Martinez)  The governor who loves all of them.

Like the historic Vandals who sacked Rome in AD 455, these latter-day vandals are hell-bent on senseless destruction of the social contract out of a general disrespect and disregard for others. It’s a well-fed country-club matron’s mentality that all those of lesser circumstances are there by their own fault, lack of ambition, effort, and intelligence.

Monica Youngblood, a New Mexico Republican legislator who wants to see “people strive”; she wants to see them “aspire to be more than minimum wage.” In the meantime we must assume that by her dictate they and their families must live in poverty. This is as cynical an attitude as I can imagine. It reminds me of Marie Antoinette’s “let-them-eat-cake” remark. Youngblood “wants” to see impoverished people strive and aspire, as if it is imaginable that people aspire to live in poverty.

Cathrynn Brown, the New Mexican Republican legislator who tried to slide her legislation through the system to punish, to criminalize, in fact, women who abort a fetus caused by rape, is a cynic of apparently generous proportions. When called out she laid blame on someone else for not expressing her real intent when drafting her legislation—neglecting to say that she signed the bill after it was drafted and then introduced it with a bevy of other eager Republican women legislators on board. How cynical is that? Are we to believe that Republican women legislators do not read the legislation they sign on to. One has to wonder.

We also have the spectacle of a Republican woman governor and a Republican woman Secretary Designate of Public Education proposing the antediluvian, draconian and discredited educational policy of retention of third-grade students who fail to learn to read on an arbitrary schedule. Both the governor and her secretary designate are cynically engaged in the process of privatizing New Mexico public schools, using a variety of tactics including intimidating teachers with Gestapo-like raids and starving funds to such an extent that New Mexico has earned first place in the US for the largest reduction in public education budgets.

This essay is as much about moral disgust as it is about the specific behaviors of society matrons and matron wannabes with their mink cuffs and collars as they denigrate the society that supports them. Charles Darwin in his book, The Expression of the Emotions in Man and Animals, wrote that disgust refers to a reaction to the quality of something revolting. Disgust is a basic emotion, a response to things that are fundamentally and viscerally offensive. Among the varieties of disgust is moral disgust—a revulsion to certain behaviors, comments and attitudes. Hence disgust expresses my response to the behaviors and comments of Republican women politicians as described above.

What can be said of a society wherein elected officials mistrust the very society they ran for office to represent, or of politicians, national and local, who stuff their PACs with money from generous donors who want favors done? Does one have to be cynical to ascribe cynical motives to that sort of cynical behavior? What kind of society does this lead to but one underlain with cynicism? And, it certainly cannot be a civil society.

Franklin Roosevelt’s agenda, inspired by the “Great Depression,” between 1933 and 1936 was characterized by an intent to alter social conditions. Just as certainly it wasn’t intended to oppress or denigrate the middle or lower classes of society. So much of the good for working people that followed sprang from the many programs Roosevelt’s “New Deal” put into place that were in most considerations successful in lifting people out of the oppressive poverty of the Depression. Which Depression I will point out wasn’t caused by working-class people anymore than the recent stock market and bad mortgage crisis was.

People who earn minimum wage do not cause financial crises; greedy, cynical, wealthy people do that with the help of legislators both national and local, which “help” falls into the category of cynicism by definition. When people run for political office because they have an agenda to somehow alter society in a regressive and oppressive nature we have a serious problem on our hands and a problem which historically has led to serious and widespread social unrest.

Creating a Corpse

As every bureaucrat knows, if you want to kill any public process or project the preferred method is to starve it, and starving public education they are. If you want make a corpse of public education simply starve it to death by underfunding it. Doing things this way kills your target softly, which avoids confrontation and rancorous public discussion. The by-word is stealth.

It is no coincidence that the two worst states in the US when it comes to cuts in per student spending are the two states where the most ambitious wanna-be Republican governors have declared war on public education and public school teachers; two governors who have overweaning national political ambitions. They are, of course, Scott Walker and Susana Martinez.

The accompanying chart, created by the Center on Budget and Policy Priorities, vividly tells the sad tale. Read it and weep, New Mexico – we are leading the country in starving public education out of existence. Wisconsin and New Mexico lead the country, with New Mexico taking first-place honors cutting per student spending by $707.00 from fiscal year 2011 to fiscal year 2012. Yes, New Mexico leads the nation in something besides great enchiladas, and by a fair margin. Wisconsin is in the game with minus $625.00. West Virginia, on the other hand, spent $504.00 more per student during the same period. West Virginia!

“Civilization works only if those who enjoy its benefits are prepared to pay their share of the costs.” Thus begins a recent editorial in the Economist, “The Missing 20 trillion,” about the amount of non-taxed money generated by individuals and corporations through one dodge or another that are secured in various countries, off-shore shelters and the like. Essentially it is an article on sociopathy in the form of capitalism. The editors could have beneficially stopped with the above quotation but, ever the defenders of capitalist ways, went on to rationalize the underlying causes and ignore the moral issues.

This is not to say the editors didn’t suggest fair and honest ways to tax the money; what they failed to do was address the core problem. Where they dropped the ball, so to speak, was to not address first principles, their own assumptions about the social contract and the underlying causality. What is missing is a frank discussion of the missing moral commitment to a social contract that includes the rest of us. But this is both typical of these kinds of economic analysis, which ply the reader with platitudes about capitalism while they ignore its fundamental and deadly flaws.

Nowhere do we find a better and more telling example than the ongoing war on public education in the United States by the wealthy and the politicians they have purchased with campaign financing and generous PACs. The selling of America, indeed.

The Skandera Scam

Time is of the essence in addressing education and the machinations of the New Mexico Public Education Department and its conservative allies such as the Rio Grande Foundation to undermine and replace public education with privatized for-profit schools. Nowhere is the devolution of the American social contract more evident and more tragic in its consequences than the attack on public education. Public schooling has become a target for every know-nothing politician, up-and-coming right–wing operative and demagogue with an agenda and looking for attention across the country – not to mention campaign contributors from special interest groups. Political campaigns against public education are being fueled and funded by right-wing foundations, alliances, institutions and so forth with one objective – to privatize public education. To turn public schools into profit centers.

New Mexico does not have a legitimate Secretary of Education. We have an “acting” secretary, a secretary designate, and brother, is she ever “acting,” especially on behalf of her out-of-state sponsors and benefactors. She is also “acting” in that she has absolutely no credentials as an educator; she is, in truth, a Trojan horse for the school privatization cartel. Hannah Skandera came to New Mexico with an agenda, and she has pursued it relentlessly, with the help of the Rio Grande Foundation, enabling that organization to front for the online charter schools —New Mexico Connections Academy. In a moment of rare candor she once excused herself by saying that she perhaps needed to have learned more about New Mexico before introducing so many “reforms”. Yeah!  Right!

The governor, for her part, also a non-expert on childhood education, has beat her drums for retention in grade for third-grade students who fail to learn to read on someone else’s schedule. Anyone who drags this tired fossil out of its well-deserved mummification deserves banishment from any position where they might have contact with students and teachers. In Finland, where they boast one of the world’s most successful public education systems, they don’t even have grades between primary and secondary levels. In Union City, New Jersey the school system was in shambles and the state was poised to take over the system. Today, they have a high school graduation rate of 89.5 percent, which is 10 percentage points above the national average. How did they do it? With third-grade retention? Absolutely not! No teachers were fired, parents were integrated into the programs; there are neither charter schools nor “Teach for America” operatives in the system either. They start pre-kindergarten with as many 3- and 4-year-olds as possible. What’s their “secret”?  Respecting good teachers, bringing parents into the process, setting high expectations, while at the same time working with children as individuals.

As I wrote some time ago, Skandera was hired as a pay-back to Gov. Martinez’s election contributors. Prior to moving to New Mexico, and after serving on Jeb Bush’s staff, the young lady was given a plum job in Texas running a private training school, Laying the Foundation. The mission of Laying The Foundation is to train individuals to replace real teachers on the cheap. Skandera has no education credentials whatsoever but she does have political credentials in abundance – she was and still is a trusted operative, a foot soldier, in the public school privatization movement led nominally by her former employer, Jeb Bush. Since her appointment here, Skandera has appeared at numerous conventions and conferences across the country organized around the idea of public school privatization, sharing the stage with such notable sharks as Rupert Murdoch, who once exclaimed his enthusiasm for the education business as a multi-million dollar opportunity.

The grade school non-scandal perpetrated by Skandera is a good example of her tactics and how little respect she has for public education and teachers. Officials from Skandera’s office conducted a Gestapo-style “raid” at Albuquerque’s Sierra Vista Elementary school on the pretext that teachers were gaming the testing system. The school’s teaching day was disrupted, substitute teachers had to be brought in, teachers were cross-examined, and in the end the PED issued a letter stating that while no crimes were found the school and teachers had better well be careful – or else. This raid, in the PED’s own words, was based on “circumstantial evidence” and “hearsay.” Brilliant! No! Disrespectful? Yes!

So, the question is: What is this all about?

The answer: Money!

Money for whom? Money for people like Rupert Murdoch and Jeb Bush and, of course, campaign contributions to the governor’s PAC.

There is no need here to enumerate more instances of Skandera’s disrespect for children, teachers, administrators, the New Mexico Public Education Commission and just about anyone else not signed on to her political agenda. Skandera has been engaged in a relentless campaign to privatize public education from her first day in New Mexico, and she is gaining on it every day. For delivering New Mexico into the hands of the privatizers Skandera will no doubt be handsomely rewarded with another public education department assignment in a vulnerable state or a comfortable sinecure at one of their numerous front foundations or propaganda think-tanks.

The matter once again rests in the hands of the New Mexico Senate Rules Committee. Will they punt Skandera’s nomination again or will they man-up and send her packing? The governor, for her part, needs to commission the PEC to conduct a thorough search for candidates with proper academic credentials and experience as opposed to canvasing donors for political hacks.

For the children, teachers, parents, communities, and for the future of New Mexico, the stakes are high.
